Algeria's National Digital Transformation Strategy 2025–2030: From a Technical Vision to the Requirements of Digital Governance
Main Article Content
Abstract
This study examines how Algeria's National Digital Transformation Strategy 2025–2030 lays the foundations for digital governance that supports public decision-making. It explores the relationship between the strategy's technological priorities and the institutional conditions needed to put them into practice. The analysis distinguishes stated strategic objectives, available evidence of implementation, and verifiable governance outcomes. It considers transparency, efficiency, participation, and accountability. The findings show that the strategy offers a framework for moving beyond the digitisation of tools and services towards governing their use. However, a coherent design does not guarantee this transition. Its contribution to public decision-making depends on turning data into reliable knowledge, assessing policy alternatives, assigning responsibilities, and using implementation results to review decisions. Planning projects and launching platforms do not, by themselves, demonstrate better governance. The 2024 indicators provide a diagnostic baseline rather than measures of the strategy's impact. The study therefore shifts the focus of evaluation from access to technology to the institutional capacity to use it. This capacity should enable well-founded, accountable, and revisable decisions. The distinction between technical achievement and governance value also helps avoid unsupported causal claims.
